This is the Embossed Wheel Car. Wheel cars, as you see, are nothing more than two four wheel frames attached back to back with the coupler eyelets. The wheel set axles are crimped inside the wheels to set the gauge and they are crimped outside to retain the wheels. Collectors need to be wary when buying this car as it is a value car that is just too easy to fake.

From the factory these cars had a cardborad strip woven through the wheel set axles to hold them in place. It is highly unusual to find these on stray cars.
